newegg is one of the best websites to buy computer parts and they do sell individual pc parts. Tigerdirect has low prices and also sells individual pc parts.

Just buy the components and built it up yourself. Newegg and tigerdirect will do. I just built me a system from components I got from newegg.

i buy my parts locally from a computer store NOT best buy, circuit city, etc. i like to go local because then i don't have to fuss with shipping charges, and the salesmen are good at answering questions (beats having to spend an hour flipping through a forum to find specific answers)

What I do is compare prices and ratings from all the sites and pick the best deal. All of them have decent shipping and customer service.
