My Grandparents have a dell because it's what they need but not too expensive. There's also an offer atm http://www.dell.com/home/desktops but i'm not sure if it comes with a screen :p. There's also the inspiron 530s which comes with a screen for definite it's quite good and it's $ 500 but i don't know your budget so... but in my opinion a dell is a good choice.

"Best" would include "Support." The greatest hardware in the world is useless when it breaks and you cannot fix it. Dell will send a technician to the house to fix a broken Dell, assuming you were smart enough to get a long warranty.
