I know that they have devices that turn a VHS into a video file, which is easily burned to a DVD (if you have the DVD writer, found in most computers). I'm sorry that I can't give you a price range. You'll also need DVD-R to put the video file on. I don't know much about india, depends on if you live in a city or not.

India (like Australia) uses the PAL tv standard, unlike the US who use NTSC. You will need to plug the video into either a computer or a DVD Recorder. A DVD recorder is the easiest and most reliable. If you want to use a computyer, you will need a PAL-compatible video capture device for your computer. They vary a LOT in how good they are. Some are very poor quality. A cheap DVD recorder is the easiest way.
