Once you get over 8ms, it becomes worse for gaming and such. A monitor with a nice representation of colour should have a contrast ratio over over 2000. The cheaper monitors will probably only be around 800, which still isn't terrible but you can see the difference when looking at a monitor with a contrast ratio of 800 and one with a ratio of 2000-3000. The whole convention on determining contrast ratios is kind of vague and can be misleading, but it's still a good rule of thumb. The higher the better. So basically, the higher the screen resolution the better, the lower the response time the better (try to make it no more than 5ms) and the higher the ratio the better (preferably no less than 2000).
