I'd like a minimum of 8gb of RAM, a 1gb or better graphics card, like the Radeon HD 6870. I would go for the Intel processor, it uses much less power than the AMD so runs cooler and will save a bit on your power bill. The Radeon HD 6870 is a really powerful graphics card... I'd say any GPU with the label GTX would be good (for NVIDIA cards) or for AMD, anything with Radeon HD 67## or 68## will do just fine. I would think it'd be difficult to find these kind of specs for under $ 700 but I haven't bought a desktop in a while. If price is important you might want to look into building one yourself if you're into that kind of thing. You can probably shave a few hundred dollars off that way.
