The powersupply recommended for the HD 5450 is: 400 Watt or greater power supply recommended http://www.amd.com/us/products/desktop/graphics/ati-radeon-hd-5000/hd-5450-overview/Pages/hd-5450-overview.aspx#3 But since the PSU you listed is really not a goodbrand then I would go for the 600w PSU to have ample power reserves since generic PSU's are not really meant to be used closed to its limit (more prone to breaking when stressed to its limit).
