Most university bookstores have deals with Dell so I would start there. Ask them if they know of any student discounts for computers (with any company). For example, at my school (Oregon State) we have a link from the OSU Bookstore website to Dell's Premier site. This site usually has coupons for $ 250-$ 799 off, on top of that, we get 12% off if you sign up for a 3 year protection plan. The 12% is usually more than the actual cost of the plan, so you get a longer warranty for less money. College students usually get hookups for computers, so check around the Bookstore as well as engineering and computer science buildings on campus to get inside info on how to get the best deals. Just remember, you can usually find 5 or 6 prices for the same system on a computer site, depending on how you log in. So just try to beat the system and stack deals and coupons and discounts. Also check bensbargains.net, gotapex.com and techbargains.com for good laptop deals. Bensbargains had a 30% off coupon for HP laptops in december and january.

The best places I’ve found are Tiger Direct and Tech For Less. They have a lot of junk but you can find some really good deals if you take your time and look around. I bought laptops at both last year. And you’ll have better luck finding machines with Windows XP in those places than you will in the major retailers who are all pushing Windows Vista which is an overpriced pig.

It really depends on what you are looking for and how you are going to use it. If you need something really simple just for e-mail and typing up reports then find any cheap laptop (try around $ 500) however if you are into anything else - say you want to store lots of music and movies on the laptop itself then you may consider screen size, glossy or matte, and size of the hard drive (standard is 80gigs now). If you do a lot of walking then look at weight. I always carry a backpack with all my stuff so I looked for a good laptop backpack (extra padding and space for a laptop). Laptops do NOT come with Microsoft Office so if you want that you need to buy the student version. However, if you want the cheaper option consider using Google Docs, www.google.com then click more at the top and click Documents. Google offers a free word, excel and powerpoint online - but you can only access them online (you can save to your computer). There is also http://www.openoffice.org/ which is free. Nowadays all laptops come with built in wireless, and every where you go there is a power outlet. If price isn't a concern then I personally would get a MacBookPro, http://www.apple.com/macbookpro/ . And whatever you choose make sure you DO NOT LOSE YOUR POWER SUPPLY. The thing that goes into the wall. Nearly impossible to replace and if you can get a universal they go around 120$ or more.

It's pretty much impossible to answer your question without knowing what your needs are. What is your budget? Are you just writing papers and surfing the Internet? Do you want to play games on it (and, if so, what kind of games)? Do you need to use specialised software for your classes? When you talk about "best place", are you talking about it in terms of the price of the laptop or service if you ever have a problem with your computer? You're probably better off going to a store with a knowledgeable friend and asking them to help you pick out your computer.

Most educational institutions and students/faculty receive small to medium sized discounts. Check with the OU administration or maybe bookstore. I don't know if they would offer deals across manufacturers or only with 1 manufacturer, e.g., Apple. Go straight to the manufacturer websites. They are often offering deals. If you need this for regular schoolwork and do not need heavy duty computational power for, say Chemistry, or advanced gaming, you should be able to get away with a relatively cheap non-top-of-the-line laptop. Try Apple, Dell, HP, Lenovo, Sony. Go to CNET and Mossberg's website for good evaluations. If you want to touch and feel the equipment first, go to any one of numerous computer and electronics stores. But, I recommend pricing them online before buying. Some manufacturers may offer you deferred payment through installment credit. I bought 2 Sony VAIOs (on avg more expensive) in Fall 2007. No cash required until the beginning of 2009. If I don't pay it off in full then, I will get killed with interest; but, for folks with a lot of discipline, it can help you manage cash flow. If you lack discipline, buy them for cash. If you don't know what you want, I recommend the MacBook or MacBook Pro. If you need to run Windows, it can with a program called Parallels. Good luck!
